If the original recipe says it will make 12 cupcakes, then it will most likely make 20-24 of the mini's. Just cut the baking time back by half and watch them carefully until you determine exactly how long they will take to bake.
You can change the size of any pan, you just need to adjust your cooking time accordingly. If you made a cake instead of cupcakes, it would take a little longer. For a smaller portion like mini cupcakes, it will take less time.
