It doesn't necessarily give the best quality. Better to say that the best quality in semi-pro camcorders and down use MiniDV. However, the Sony HDR-SR11 is phenomenal. It can out perform many HDV camcorders (those use MiniDV just in HD format...highest quality you'll get for MiniDV).
